Gavilan Peak Parkway – A Safer Commute
Stanley Consultants provided construction services for the new 2.5-mile connector highway that provides a link between The Carefree Highway and the community of Anthem, Arizona. It allows commuters and local residents to avoid Interstate 17 when traveling from Anthem down into north Phoenix, as well as a detour for I-17 traffic when accidents occur in the area.
Partnering was a crucial factor in the project given that the scope and construction time were increased significantly, via change order, after the project was underway. The original scope was to construct one lane in each direction with bike lanes. The County located funds to increase this roadway to its full build-out, which was two lanes in each direction with bike lanes. The County also requested that:
- The intersection of Pioneer Road and Gavilan Peak Parkway be signalized.
- Pioneer Road be widened along with the off-ramp from I-17.
- Erosion protection structures be added to reduce future maintenance.
The contractor was asked to accelerate and add construction crews in order to open the facility to traffic by fiscal year end. Though it was a daunting task for the team, the mammoth scope change was accepted, undertaken and successfully accomplished.
The Gavilan Peak Parkway project received the 2009 Arizona Transportation Partnering Excellence Award from the Arizona Department of Transportation.
