The cost of construction is a significant factor when planning for water management infrastructure projects. With tightening budgets, annual Operations and Maintenance (O&M) costs require greater consideration in the planning phase as managers are asked to do more with less. In response to the planning needs of the South Florida Water Management District (District), Stanley Consultants developed a Water Resources Planning Tool to estimate annual operational costs for large scale water management infrastructure improvements.
The objective of this project was to develop a tool to be used in the River of Grass Phase II planning effort to estimate the O&M costs forvarious restoration configurations. Along with construction costs, land acquisition costs, O&M life cycle costs would be included to estimate total project cost for selection of the preferred infrastructure configuration for implementation.
