Hartford has 34 years of worldwide experience with military installations, facilities and energy programs for the Department of Defense. He has assisted clients with program management, master planning, capital investment planning and programming, facilities design, construction management, asset management and operations and maintenance services. These include over $5 billion in major mission beddowns and foreign military sales for F-35, F-15, T-7A and MQ-9 aircraft at various locations. His role is to provide our federal clients with the solutions, technical talent and support services needed to meet challenging mission requirements. |

John Hudson, P.E., F.SAME |
Hudson has 27 years of worldwide experience with military installations, CONUS and OCONUS construction and hydropower generation for the Department of Defense. Prior to joining Stanley Consultants, Hudson gained extensive experience in the U.S. Army Corps of Engineers Civil Works and MILCON programs, having served as the district commander in both the Omaha and Nashville Districts and as the executive officer to the chief of engineers. His current role as the Army account manager focuses on providing USACE and other Army clients with the technical solutions and support services needed. |

Chafin has a unique 30-plus year career in working for the federal government, including being in active duty and reserve for the United States Air Force, as an architect working at NAVFAC and as the architectural principal at two business architecture and engineering firms performing design for the USACE, NAVFAC, GSA and Coast Guard. As the Navy account manager for Stanley Consultants, Chafin’s responsibilities are to build and sustain relationships with our Navy partners worldwide, lead the capture, pursuit and delivery of work, achieve complete client satisfaction and leverage relationships to benefit the Navy and Stanley Consultants. |

Joe Yates, P.E. |
Yates has 31 years of engineering experience in both the military and private sector, including active-duty service as a U.S. Navy Civil Engineer Corps officer supporting federal stakeholders at numerous installations worldwide. He has extensive project experience in facilities design, construction, renovation and maintenance for NAVFAC, USACE and DLA, as well as with installation energy conservation and resiliency planning. In his current role, he serves as the focal point between Stanley Consultants and our valued clients regarding IDIQ contract project delivery, performance, satisfaction, and new engineering solution development. |

Duffy’s 31 years of worldwide experience includes 27 years of U.S. Air Force active duty service with command assignments at the 18th Civil Engineer Group (Kadena AB, Okinawa, Japan) and Joint Base Elmendorf-Richardson/673d Air Base Wing in Alaska. As Stanley Consultants’ Indo-Pacific client service manager, he leads the firm’s role on 26 contracts with a combined capacity of more than $60 million for Department of Defense (DoD) clients in strategic locations such as Alaska, Guam, Hawaii, Japan and Korea. As part of this portfolio, he also leads our engagement with key non-DoD clients, such as the Bureau of Indian Affairs, National Park Service, U.S. Fish and Wildlife Service and U.S. Geological Survey. |
