Stanley Consultants Selected to Design University of Alaska Power Plant

The University of Alaska – Fairbanks has selected Stanley Consultants to design a new combined heat and power (CHP) plant. Stanley Consultants, a global consulting engineering firm, has been designing power plants for over 75 years.

A combined heat and power (CHP) plant can simultaneously produce electricity and heat from a single fuel source. The new University plant will use two circulating fluidized-bed (CFB) boilers to provide up to 280,000 pounds per hour of steam to heat both the Fairbanks Campus and produce up to 22 megawatts of electric power using a steam turbine. It will be located adjacent to the existing coal-fired Ben Atkinson Heat and Power Plant and work in conjunction with it, fueled by coal and have the ability to utilize up to 15 percent biomass. The efficient new boilers will result in a marked decrease in regulated emissions including a significant drop in particulates.

Stanley Consultants and subconsultant Design Alaska, a local Fairbanks A/E firm, will provide engineering and design of the plant. The design will be completed in early 2016 and construction of the plant is expected to be completed in 2018. The project is being funded by the Alaska State Legislature.

For the past three years, Stanley Consultants has been working with the University to study options for the new plant. Working with its project partners, Stanley Consultants explored alternatives, outlined project parameters, developed project definitions, assembled major equipment bid packages, and assisted with the application for state funding. Stanley Consultants also provided engineering support during the initial phase of environmental permitting, determining the final plant size and output, identifying high risk design issues, cost estimating, and establishing a site footprint to replace the existing 50-year-old plant.
