About the Project
Guam Power Authority New Generation EPCM Program Management
Stanley Consultants provided EPCM (engineer, procure, construct and manage) program management and project controls services to Guam Power Authority associated with the acquisition of new power generation that will replace older higher pollution emitting plants. The program was comprised by the following components: A 3-on-1 198 MW combined cycle natural gas-fired power plant, location assessment and property acquisition assistance, procurement, RFQ and RFP, integration of renewable energy, battery energy storage, environmental assessment, codes and regulations, technical specifications, permitting for federal, territorial and environmental, U.S. military cooperation, fuel pipeline permitting and future liquid natural gas system and related engineering.
The program management plan included a project charter, scope management plan, cost plan, risk management, environmental and permitting, quality management, communications and project closeout and demobilization plans. The new plant and associated elements will allow the authority to save residents an estimated $80 million in operating costs over its life.
