Fighting Terrorism with the Special Operations Training Center

Stanley Consultants led and executed the program that resulted in the former 1,235-acre rock quarry outside Amman, Jordan, into a state-of-the-art training center for special operations forces to train in counterterrorism and security operations resembling real-world situations.

Known as KASOTC, the King Abdullah Special Operations Training Center is a joint initiative of the Jordanian and U.S. governments to train Jordanian, and regional allies in the fight against terror.  The world class special forces training facility is equipped with the latest technologies in a safe environment where trainers can monitor every training event.

The Middle East District (MED) of the Corps of Engineers managed the design and construction work in conjunction with the King Abdullah II Design and Development Bureau, an agency of the Jordanian Ministry of Defense.  Stanley Consultants performed master planning and design services for the training center, which includes six separate zones for training, administration, firing and grenade ranges, driving/assault courses, and Military Operations on Urban Terrain (MOUT) facilities.

Stanley Consultants led and executed the ambitious program required to meet USACE funding requirements and host nation government expectations.  Design activities from programming to full 100 percent design were completed in five months.

The first door of funding was not received by CETAC until November 2005 and the design was completed May 2006 allowing CETAC to award this highly important project on schedule".
