About the Project

Rebuilding a Regional Corridor for Safety, Capacity and Resilience

Increased traffic and deteriorating roadway conditions along U.S. 41 strained a critical regional corridor, creating congestion, safety concerns and drainage limitations. Addressing these compounding conditions required a comprehensive reconstruction. Stanley Consultants supported this design-build project, providing engineering and design services to expand the corridor from two lanes to six while improving safety, capacity and long-term performance.

Existing site conditions presented significant complexity. Shallow cap rock restricted conventional drainage solutions, and multiple major utility lines were located within a narrow right of way. These constraints required careful coordination to manage risk, maintain service continuity and support construction along an active corridor.

Stanley Consultants developed an integrated design solution to address drainage, multimodal access and utility constraints. The work included:

Replacing exfiltration trenches with roadside dry retention swales.
Adding a 10-foot-wide shared use path to connect adjacent communities.
Relocating more than 17,000 feet of water main and approximately 18,000 feet of force main.
Three bridge culverts.
Approximately three-quarters of a mile of sound barrier walls.
A new bridge over Henderson Creek, designed to accommodate wildlife crossings, including the endangered Florida panther.

The reconstructed corridor improves mobility and safety for commuters, freight traffic and emergency responders while strengthening drainage performance and utility reliability. By resolving subsurface constraints and coordinating multiple infrastructure systems within a limited right of way, the project supports continued regional growth and a more resilient transportation network.
