First Turnkey Water Resources Program Financed by USAID

This $65 million project was the first turnkey water resources program financed by the U.S. Agency for International Development.  The assignment was to design, build, and rehabilitate water and wastewater facilities for three population centers in Egypt.

The Egypt Provincial Cities water treatment project was a complex assignment to help design-build and operate new and rehabilitated water and wastewater facilities for the Egyptian population centers of Beni Suef, El Fayoum, and Minia.  All three water treatment plants treat service water, approximately 28,000 CM/day.

The project served the three communities with expanded, upgraded, or enhanced water treatment; storage and distribution systems; and wastewater collection and treatment facilities.

In the initial phases of the project, Stanley Consultants was part of a design-build team.  When the construction was approximately 75 percent complete the construction contractor was removed from the project.  At this point the National Organization for Potable Water and Sanitary Drainage (NOPWASD) and USAID asked Stanley Consultants to assume the role of design-build contractor and complete the design, subcontract the remaining construction and provide the operation and maintenance services.
