Stanley Consultants provided engineering, design and development services for a 5 MW solar facility for Missouri River Energy Services, a South-Dakota based, not-for-profit joint action agency providing wholesale electricity and energy-related services to 61 member municipalities in Iowa, Minnesota, North Dakota and South Dakota. Our experts helped establish a foundation for future expansion to 10 MW and potential battery energy storage. Work included 30%, 60% and 90% civil, structural and electrical design packages, equipment specifications and minimum standards to support bidding and construction.
To help move the project from design to delivery, Stanley developed and managed the RFP process, providing a consistent basis for evaluating bids and selecting an EPC contractor. The design also accounted for future growth and authority having jurisdiction (AHJ) requirements, positioning the cooperative to expand its solar investment as future energy needs evolve.
Permitting was another critical part of advancing the project toward construction. Stanley developed a permit matrix, reviewed the county solar ordinance, prepared the comprehensive conditional use permit application and presented to the Brookings County Planning Commission. The team continued to support the project through final permit approval and construction, leading to completion of the 5 MW solar facility in October 2026.
