The West Davis Highway project was developed to improve regional mobility and accommodate significant growth in western Davis County. Stanley Consultants provided construction engineering management, quality assurance and materials testing services as part of the Independent Quality Firm team for the Utah Department of Transportation, working closely with the design-build contractor throughout construction. As one of the largest transportation infrastructure investments completed in Utah in recent years, the project created a new north-south corridor along the west side of Davis County, providing an alternative to I-15 and local roadways.
The project involved construction of a new 16-mile, four-lane divided highway extending from I-15 near Glovers Lane in Farmington to SR-193 in West Point. The corridor also included eight new interchanges, reconstruction and widening of Antelope Drive, more than 15 roadway bridges, four pedestrian bridges, 16 box culverts and nearly 10 miles of shared-use pathways that connect to the region’s trail network. Construction presented significant technical and environmental challenges as the highway crossed wetlands and agricultural land near the Great Salt Lake. Large sections of the roadway were elevated between 5 and 30 feet above existing ground conditions using substantial volumes of engineered fill to create a stable foundation across marshy terrain. The project also incorporated extensive wetland mitigation efforts to preserve approximately 1,110 acres of wetlands.
Stanley furnished a field team consisting of 16 inspectors, two field engineers and in-house materials laboratory personnel who worked alongside contractor staff throughout construction. Five structural inspectors performed inspection and testing services on bridges, retaining walls and drainage structures, while roadway and drainage specialists monitored embankment construction, paving operations and material quality. Stanley also oversaw placement of more than 20,000 cubic yards of Cell-Crete used in walls and ramps associated with the I-15 and Legacy Parkway connections, while providing continuous oversight of earthwork, structures, drainage systems and stabilization measures to confirm compliance with project requirements and quality standards.
Completed six months ahead of schedule, the corridor now serves approximately 28,000 vehicles daily, reducing congestion on I-15 and local roadways while shortening commute times by 10 to 15 minutes for many residents. The project also expanded multimodal transportation options through nearly 10 miles of shared-use pathways and trail connections, creating a transportation corridor designed to support continued growth in Davis County for decades to come.
