Districtwide Value Engineering Studies Optimize Transportation Project Funds

As Florida’s transportation system continues to grow, the Florida Department of Transportation faces increasing pressure to improve mobility, enhance safety and deliver projects efficiently while maximizing every infrastructure dollar. Through a series of value engineering studies conducted across the state, Stanley Consultants helped FDOT identify opportunities to improve project value, reduce costs and strengthen project outcomes before construction began.

The studies encompassed a wide range of transportation improvements, including interstate interchanges, diverging diamond interchanges (DDIs), corridor widening projects, resurfacing and safety improvements, transit infrastructure and multimodal transportation facilities. For each study, Stanley assembled multidisciplinary teams tailored to the project’s specific challenges, bringing together roadway, traffic, drainage, pavement and right-of-way specialists to evaluate project functions, challenge assumptions and develop practical alternatives.

Stanley’s value engineering program has generated significant results for FDOT. Across 11 completed studies with accepted recommendations, FDOT has realized approximately $80 million in accepted cost avoidance, with savings averaging 10% of construction costs. Those results exceed the 3% to 6% average savings typically reported for value engineering studies nationwide, demonstrating the effectiveness of Stanley’s collaborative, results-oriented approach to identifying opportunities that improve project performance while reducing costs. 

Many of the studies focused on complex interchange projects where traffic operations, safety, constructability and right-of-way impacts had to be carefully balanced. During a DDI study along the I-95 corridor, Stanley used true-to-scale 3D visualization during the workshop process to evaluate geometric alternatives in real time, helping project stakeholders assess design tradeoffs and identify a lower-cost solution while maintaining operational objectives. On another DDI project, accepted recommendations generated $6.6 million in savings, representing approximately 11% of the estimated construction cost.

By combining technical transportation expertise, structured value engineering methodology and collaborative stakeholder engagement, Stanley helped FDOT maximize transportation investments and advance critical infrastructure improvements throughout Florida.
