Stanley Consultants Selected to Design New Interchange for Elgin O’Hare Western Access Project

September 11, 2014

The Illinois Tollway has selected Stanley Consultants to design a new interchange as part of the Elgin O’Hare Western Access (EOWA) Project to connect two new tollways and provide western access to O’Hare International Airport.

The new interchange is part of the EOWA Project, which includes construction of a new all-electronic toll road around the western border of O'Hare International Airport linking the Jane Addams Memorial Tollway (I-90) and the Tri-State Tollway (I-294), rehabilitating and widening Illinois Route 390, formerly known as the Elgin O’Hare Expressway, and extending it east along Thorndale Avenue to O'Hare.  The project is expected to enhance economic development and travel performance in the region.

Stanley Consultants’ role in this noteworthy project is to provide preliminary and final design services for the new interchange, to be located just west of O’Hare Airport at the eastern limit of the new Illinois Route 390.  The new four-level system interchange will contain multiple high speed, high capacity directional ramps and flyovers.

The firm will also develop plans and specifications for new mainline pavements, local roadway improvements, earth work and retaining walls, lighting installation, intelligent transportation systems and tolling, drainage and detention structures, and plans for maintenance of traffic during construction.   The work will require close coordination with the O’Hare International Airport, the Federal Aviation Administration (FAA), the Chicago Department of Aviation, DuPage County, the adjacent railways, and local authorities.

Design work on the interchange has begun and is expected to last for several years.  “It is very rewarding to be part of a project that will have such a positive impact on the region, said Bruce Worthington, vice president and manager of Stanley Consultants Chicago Office.  “And designing a complex four-level system interchange is exactly the type of challenging project that our engineers love to work on.”  Stanley Consultants is the prime consultant for the project with URS and Globetrotters as major subconsultants.
